Organizations tend to make decisions based on immediate needs and wants. They will sometimes ignore how all of the technology, processes, and people must work together.

Guidance

The enterprise architect views the value chains, capabilities and functions of the organization and align them with the people processes, and technologies as an enterprise_portfolio. The enteprise_metrics need to relate the organization facing measurements of vertical_organization with the enterprise facing metrics of a horizontal_organization. The enterprise_metrics must show the growth in the horizontal and vertical metrics as an increasing or decreasing set of assets.
